Move-in inventory report template for Finland

Move-in and move-out inspection report · Muuttotarkastuspöytäkirja (alku- ja lopputarkastus)

The report on the condition of a rented home, room by room, made jointly by landlord and tenant when the tenant moves in and again when the tenant moves out, with meter readings and keys. The law does not require it, but it is the main evidence when the landlord withholds part of the deposit.

Use the same form twice: at the start inspection (alkutarkastus) before or on the day the tenant receives the keys, and at the end inspection (lopputarkastus) before the keys are returned. Compare each line of the two reports. Attach it to the lease. If the parties cannot find a common date, each should still inspect the home, write down the findings and take dated photos.

Reviewed October 28, 2026. Not legal advice. Have a notary or lawyer check your case before you sign.

Key facts

Applies to
Whole country. Any residential lease under the Act on Residential Leases 481/1995.
Legal status
Not required by law. Landlord and tenant organisations recommend a joint written start and end inspection.
Normal wear
The tenant is not liable for normal wear from agreed use of the home, if the landlord is responsible for its condition (Act 481/1995, § 25).
Damage
The tenant pays for damage caused intentionally or negligently by the tenant or by people in the home with the tenant's permission (§ 25).
Reporting defects
The tenant must report damage and defects without delay, and at once if delay would increase the damage (§ 24).
Deposit return
At the latest 14 days after the lease ends or the later handover, or a written notice of withholding with ground and estimate (§ 8).
Evidence
The landlord must be able to show abnormal wear or poor cleaning. The landlord's own statement alone is generally not enough (KKV).
Moving day
The day the lease ends for leases made from 1 October 2026 (§ 68). For older leases, the next working day after it ends.
Landlord's access
The landlord may enter to check the condition of the home at a time suitable to both parties (§ 22).
Water charge
With flat-specific water meters, the water charge may have to follow measured use (§ 27 a).

Formalities

  1. No form, witness or official is required.
  2. Both parties, or their representatives, inspect the home together, fill in the report and sign it. Each party keeps a signed copy.
  3. Take dated photos and refer to them in the report.
  4. The tenant reports defects found after moving in to the landlord without delay and in writing, so that they are not charged at the end.
  5. At the end, the landlord returns the deposit, or gives written notice of the part withheld with its ground and an estimate, within 14 days after the lease ends.

Common mistakes

  • Skipping the start inspection. Without it, the tenant has no record of the scratches and stains that were already there.
  • Writing "hyvä" (good) for a whole room. Describe floors, walls, ceilings, windows and each appliance, and note every mark and its place.
  • Taking no photos, or photos without dates. Attach dated photos and list them in the report.
  • Forgetting the meter readings. Without them, the last water or electricity bill is hard to split.
  • Signing the end report without the start report beside you. Compare each line, and refuse deductions for normal wear.
  • Leaving the new address and bank account blank at the end. The landlord needs them to return the deposit within 14 days.
  • Leaving belongings in the home or storage room. The landlord may dispose of waste at once, and other property passes to the landlord after the legal period.

Legal basis

  • Laki asuinhuoneiston vuokrauksesta 481/1995, 20 § (huoneiston kunto), 22 § (vuokranantajan pääsy huoneistoon), 24 § (ilmoittamisvelvollisuus) ja 25 § (vuokralaisen vastuu)
  • Laki asuinhuoneiston vuokrauksesta 481/1995, 8 § (vakuuden palauttaminen) ja 68 § (muuttopäivä), muutettu lailla 531/2026
  • Laki asuinhuoneiston vuokrauksesta 481/1995, 68 a § (huoneistoon jäänyt omaisuus)
