Move-in inventory report template for Belgium

Move-in and move-out inventory report · État des lieux d'entrée et de sortie

The report that describes the home room by room when the tenant moves in and again when he leaves, with meter readings, meter numbers and EAN codes, and keys. It follows the checklist of the Brussels Region's indicative model. Comparing the two reports decides what the landlord may claim from the deposit.

Draw it up with the landlord, or with an expert both parties appoint, before the tenant moves in or during the first month of occupation, and again after the tenant has vacated and before the keys are returned. Use the same layout both times so each line can be compared. In Brussels the entry report must be uploaded with the lease when the landlord registers it.

Reviewed October 28, 2026. Not legal advice. Have a notary or lawyer check your case before you sign.

Official model: Modèle-type d'état des lieux d'entrée (Région de Bruxelles-Capitale, Code bruxellois du Logement, art. 220)

Indicative, not mandatory. It lists the minimum points to check in each room and was drawn up with tenants' and landlords' representatives and surveyors.

Formalities

  1. Both parties draw up the entry report together and share its cost.
  2. The entry report must be detailed. It must include the meter readings, meter numbers and EAN codes.
  3. Each party signs and keeps a copy. If the parties use an expert, they share the fee.
  4. Without an entry report, the tenant is presumed to have received the home in the state in which he leaves it, unless the landlord proves otherwise.
  5. Either party may require a joint exit report at shared cost: after the tenant vacates, before the keys are returned and within a month of vacating.
  6. If the parties disagree, a party can ask the justice of the peace to appoint an expert, before the keys are returned.
  7. The landlord registers the entry report with the lease.
  8. Attach dated photos to both reports. They help settle disputes.

Common mistakes

  • Writing "bon état" for a whole room. Describe ceiling, walls, floor, skirting, windows, doors, sockets and every fitting separately, with each mark or stain.
  • Signing a report that says nothing about a defect you can see. In the Region's model, anything not mentioned is deemed intact and in good condition.
  • Leaving out meter numbers and EAN codes. The Code requires them, and the energy supplier needs them to close the account.
  • Skipping the entry report. The presumption that follows can protect the tenant, but it leaves the landlord without proof.
  • Returning the keys before the exit report. After the keys are returned, a party can no longer ask the court to appoint an expert for the exit report.
  • Forgetting to give a new address at exit. The landlord and the bank need it to release the deposit.

Legal basis

  • Code bruxellois du Logement, art. 220 (entry and exit inventory, meter readings, expert)
  • Code bruxellois du Logement, art. 228/5, inserted by the ordonnance du 25 avril 2024 (registration of the lease)
  • Code bruxellois du Logement, art. 248 (deposit; release within 2 months after the tenant leaves, per be.brussels)
