Move-in inventory report template for Portugal

Move-in and move-out condition report · Auto de vistoria e de entrega do locado (estado de conservação e inventário)

The room-by-room record of the condition of a let home, with meter readings, keys and, for a furnished let, the furniture. The parties sign it at move-in and attach it to the lease, and use the same form at move-out to compare.

Use it on the day the tenant receives the keys, and again on the day the tenant hands them back. Without a signed description of the condition at move-in, the law presumes that the tenant received the home in good condition. That presumption works against the tenant at move-out. A landlord with no report also struggles to prove that the tenant caused a defect.

Reviewed October 28, 2026. Not legal advice. Have a notary or lawyer check your case before you sign.

Formalities

  1. No official form and no notary are needed.
  2. The landlord and the tenant, or their representatives, inspect the home together, fill in the report and sign every page.
  3. The lease law requires a document that describes the condition of the home and the building, attached to the lease and signed by the parties.
  4. Take dated photographs of each room and meter, and list them in the report. Each party keeps a copy.
  5. At move-out, use a second copy of the same form and compare it line by line.
  6. The landlord may keep from the deposit the cost of proven damage beyond normal wear, and any rent or charges still owed.

Common mistakes

  • Writing "bom estado" for a whole room. Describe each surface and item, and note every crack, stain, hole and missing part with its location.
  • Doing the report after the tenant has moved furniture in. Defects are then hidden and disputed later.
  • Forgetting the meter readings. Without them, the parties cannot split the last water, electricity and gas bills.
  • Signing only one copy. Each party needs a signed original, with the photographs listed.
  • Charging the tenant for normal wear, such as faded paint after several years. The tenant answers only for damage beyond careful use.
  • Not recording the keys and remote controls handed over. A missing key at move-out is then hard to prove.

Legal basis

  • Decreto-Lei n.º 160/2006, de 8 de agosto, art. 3(2) (document describing the condition of the property, attached to the lease)
  • Código Civil (Decreto-Lei n.º 47344/66), arts. 1043 to 1045 (upkeep and return of the property, late return)
  • Código Civil, arts. 1073, 1076 and 1081 (tenant's alterations, deposit, handover at the end of the lease)
