Move-in inventory report template for Norway

Move-in and move-out condition report · Overtakelsesprotokoll ved inn- og utflytting (leie av bolig)

The record of the home's condition, meter readings, keys and furniture when the tenant moves in and when the tenant moves out. The law does not require it, but comparing the two records decides what the landlord can claim from the deposit.

Fill it in together on the day the tenant gets the keys, and again on the day the tenant returns them. Use the same layout both times so each line can be compared. Attach dated photos. For a furnished home, list each item of furniture and its condition.

Reviewed October 28, 2026. Not legal advice. Have a notary or lawyer check your case before you sign.

Official model: Skjema ved overtakelse av bolig og inventarliste (Forbrukerrådet)

Forbrukerrådet's one-page move-in form with keys, electricity reading and an inventory list. Its matching move-out form is the Tilbakeleveringsskjema. Neither is mandatory; this template adds room-by-room detail.

Formalities

  1. No form, witness or registration is required.
  2. Both parties sign two copies, and each keeps one.
  3. The deposit stays on the tenant's account until one party consents in writing to the other's claim, or a final decision is made.
  4. Without consent or a decision, the bank releases the deposit when the 5-week period it gives after a payout claim runs out.

Common mistakes

  • Writing "ok" for a whole room. Describe floors, walls, ceilings, windows and fittings one by one, and note every scratch, stain and crack.
  • Skipping photos. Dated photos attached to both reports settle most disputes about the deposit.
  • Waiting to report defects found after move-in. Tell the landlord in writing within reasonable time, or you may lose the right to rely on them.
  • Forgetting meter readings. Without them, the final electricity and water bills are hard to split.
  • Charging the tenant for normal wear and tear. Faded paint and worn floors after years of normal use are the landlord's cost.
  • Paying the deposit out on a verbal promise. The bank releases it only on written agreement, a decision, or the end of the 5-week objection period.

Legal basis

  • Lov 26. mars 1999 nr. 17 om husleieavtaler (husleieloven) §§ 2-1, 2-2 and 2-8 (handover, condition and complaint)
  • Husleieloven §§ 10-2 to 10-4 (return of the home, claims for repairs, belongings left behind)
  • Husleieloven § 3-5 (deposit account and release)
