Move-in inventory report template for the Netherlands

Move-in and move-out inspection report for a rented home · Opleveringsrapport huurwoning (opnamestaat bij aanvang en einde huur)

The room-by-room description of the condition of a rented home, signed by landlord and tenant at the start of the lease and used again at the pre-inspection and final inspection. It records meters, keys, fittings, defects and the repairs agreed before handover.

Use it on the day the tenant receives the keys, and again at the end of the lease to compare. Fill in one copy per inspection: "begin huur" (move-in), "voorinspectie" (pre-inspection, about two weeks before the end) and "eindinspectie" (final inspection on the last day). The law does not require a report, but without one the tenant is presumed to have received the home in the condition it is in at the end, so the landlord loses the main proof for deposit deductions.

Reviewed October 28, 2026. Not legal advice. Have a notary or lawyer check your case before you sign.

Formalities

  1. No form or witness is required. Inspect the home together and describe the condition of each part in specific words.
  2. Take dated photos and attach them to the report.
  3. Both parties sign every copy, and each keeps one.
  4. A report that only says "de woning is in goede staat" does not count as a description.
  5. Do not sign a report you disagree with. Write your objection on it instead.
  6. Normal wear and ageing are for the landlord's account.
  7. The tenant pays for minor repairs listed in the Besluit kleine herstellingen and for damage the tenant caused.

Common mistakes

  • Giving one grade for a whole room. Describe floor, walls, ceiling, window frames, doors and each fitting. Note every hole, crack, stain and missing part.
  • Skipping photos or leaving them undated. Attach numbered photos and refer to their numbers in the report.
  • Not reading the meters on the handover day. Without readings, you may pay for the previous or next occupant's energy use.
  • Charging normal wear to the tenant. Faded paint or a worn floor after years of use is the landlord's cost.
  • Holding only a final inspection. Without a pre-inspection, the tenant usually owes only what the repair would have cost the tenant: paint, not a painter.
  • Keeping the deposit beyond 14 days without a cost statement.
  • Deducting administration fees from the deposit. The law allows only damage, rent, service costs and the energy performance fee.

Legal basis

  • Burgerlijk Wetboek Boek 7, artikel 224 (return of the premises and the description at the start)
  • Burgerlijk Wetboek Boek 7, artikel 218 (tenant's liability for damage)
  • Burgerlijk Wetboek Boek 7, artikel 217 (minor repairs by the tenant)
  • Burgerlijk Wetboek Boek 7, artikel 215 (alterations by the tenant)
  • Burgerlijk Wetboek Boek 7, artikel 261b (deposit return)
  • Besluit kleine herstellingen (Besluit van 8 april 2003)
