Purchase offer template for Latvia

Offer to purchase real estate · Nekustamā īpašuma pirkuma piedāvājums

A written offer from the buyer to buy a named property at a stated price, with conditions and a validity date. This template states that no sale is concluded until the parties sign a written preliminary agreement or purchase contract, because in Latvia an agreement on all essential terms of a sale can bind without one.

Use it after a visit, when you want to state your price and conditions to the seller or the estate agent in writing. Latvian law does not require an offer. It is useful when several buyers compete, when you need a loan, or when you want the seller to confirm the property is free of debts and tenants before you pay earnest money.

Reviewed October 28, 2026. Not legal advice. Have a notary or lawyer check your case before you sign.

  7. 7.Legal nature of the offer

Place of signature, Date of signature. Signature of the Buyer.

Formalities

  1. No form, notary or witness is required.
  2. Sign and date the offer. Send it by email, or hand it over against a dated receipt.
  3. Keep proof of the date the seller received it.
  4. Do not pay money with the offer. Earnest money (rokasnauda) belongs in the preliminary agreement that follows.
  5. Before you send it, check the property folio on zemesgrāmata.lv and the cadastral data on kadastrs.lv.
  6. Make sure the description, the cadastral number and the owner's name in the offer match them.

Common mistakes

  • Agreeing price and property by email or message without saying that only a signed written contract binds. Civil Law art. 1487 can then oblige you to buy.
  • Paying a booking fee or earnest money with the offer. Pay only under a signed preliminary agreement that says what happens to the money.
  • Copying the address from the listing instead of the Land Register folio. Use the cadastral number and the folio number so the offer names the right property.
  • Not asking about management and utility debts. For a flat sold after 31 December 2025, the buyer answers for up to 3 years of the seller's unpaid costs.
  • Ignoring a tenant in place. A registered lease binds the buyer, and so does an unregistered lease signed before 1 May 2021.
  • Assuming such an old lease ends soon. It binds the buyer until 31 December 2026 or its earlier end, or longer if a court claim to register it is filed.
  • Treating a seller's reply with a new price as acceptance. It is a counter-offer, and you must accept it in writing.
