Move-in inventory report template for Latvia

Handover and acceptance report (move-in and move-out inventory) · Dzīvojamās telpas nodošanas un pieņemšanas akts

The report landlord and tenant sign when the home is handed over at the start of the lease and returned at the end. It records the condition room by room, the furniture and appliances, the meter readings and the keys, so that the deposit can be settled on facts.

Use it on the day the tenant receives the keys and again on the day the tenant returns them. Fill in the same form both times, so each line can be compared. The Residential Tenancy Law makes the report optional, but without it a landlord can hardly prove damage and a tenant can hardly prove that a defect existed before.

Reviewed October 28, 2026. Not legal advice. Have a notary or lawyer check your case before you sign.

Formalities

  1. Both parties walk through the home together and sign every page of the report.
  2. Add dated photos and refer to them by number.
  3. Each party keeps a signed copy. Attach the move-in report to the lease.
  4. The report needs no notary and no registration.
  5. If one party refuses to sign, the other notes the refusal and the reasons on the report, and keeps the photos.

Common mistakes

  • Writing "labā stāvoklī" (in good condition) for a whole room. Describe each surface and item, and note every mark, crack and stain.
  • Skipping photos. Dated photos referred to in the report are the best proof in a deposit dispute.
  • Forgetting the meter readings. Without them, the last utility bills cannot be split fairly.
  • Holding back the deposit for normal wear and tear. Faded paint or worn flooring after years of normal use is not damage.
  • Signing the move-out report with blank lines. Write "nav" (none) where nothing applies, so nobody can add text later.
  • Not stating what is deducted from the deposit and why.

Legal basis

  • Dzīvojamo telpu īres likums (Residential Tenancy Law) of 17 March 2021, art. 8(4) (handover and acceptance report), art. 12 (deposit), art. 17 (tenant's duties), art. 29 (consequences of termination)
