Move-in inventory report template for Italy

Move-in and move-out condition report · Verbale di consegna e di riconsegna dell'immobile locato

The report that records the condition of a let home room by room when the tenant receives the keys and again when the tenant returns them, with meter readings, keys and documents. Under the Civil Code the tenant must return the home as described, apart from normal wear.

Draw it up with the landlord or the landlord's agent on the day the keys are handed over, and attach it to the lease. Use the same document at the end of the lease, in the move-out columns, so the two states can be compared. It applies to every residential lease. For a furnished home, add the furniture list.

Reviewed October 28, 2026. Not legal advice. Have a notary or lawyer check your case before you sign.

Formalities

  1. The law sets no form and requires no official or witness.
  2. Both parties walk through the home together and fill in the report.
  3. Both parties sign every page. Each party keeps a signed copy.
  4. Dated photos, signed or initialled by both parties, make the report stronger.
  5. If the parties disagree on an item, write both views in the observations.

Common mistakes

  • Writing "in buone condizioni" for a whole room. Describe each surface and fitting, and note every mark, crack, stain or broken part.
  • Skipping the meter readings. Without them, the parties argue over the last utility bills.
  • Signing the move-in report days after the tenant moved in. Do it at the handover, before any furniture is brought in.
  • Counting normal wear as damage. Faded paint or worn floors after years of normal use are not deductible.
  • Keeping part of the deposit without a written reason. Name the damage or unpaid sum behind each deduction, or the tenant can contest it.
  • Forgetting the boiler logbook (libretto di impianto) and the energy certificate at handover.

Legal basis

  • Codice civile, art. 1590 (return of the let property)
  • Codice civile, art. 1575 (landlord's main obligations, including delivery in good repair)
  • Codice civile, art. 1576 (repairs by the landlord)
  • Codice civile, art. 1609 (small repairs by the tenant)
  • Legge 27 luglio 1978, n. 392, art. 11 (security deposit)
  • D.M. 16 gennaio 2017, Allegato A, art. 9 (handover with an attached verbale di consegna under art. 1590 c.c.)
