Move-in inventory report template for Estonia

Handover report for a rented home (move-in and move-out) · Eluruumi üleandmise-vastuvõtmise akt

The report that records the condition of a rented home, its furniture and appliances, the meter readings and the keys at move-in and again at move-out. The law presumes the home was handed over in the condition the report records, so it is the main evidence in a deposit dispute.

Use it on the day the tenant gets the keys and again on the day the tenant returns them. Fill it in together during a walk-through of every room, take dated photos and attach them. Use the same form at both dates so each line can be compared.

Reviewed October 28, 2026. Not legal advice. Have a notary or lawyer check your case before you sign.

Formalities

  1. No form is required by law. Both parties should sign every page or sign the file digitally, and each keeps a copy.
  2. The lease should name the report as its annex.
  3. At move-out the landlord must check the condition of the home and tell the tenant at once about defects for which the tenant is responsible.
  4. A defect that a normal inspection cannot reveal must be reported without delay once found.
  5. The landlord's claims for changes or damage to the home expire 6 months after the landlord gets the home back.

Common mistakes

  • Writing "hea" (good) for a whole room. Describe each wall, floor, window and appliance, and note every scratch, stain and crack.
  • Taking no photos, or photos without a date. Number them and refer to the numbers in the report.
  • Forgetting the meter readings. Without them, the last utility bill is hard to split.
  • Charging the tenant for normal wear, such as faded paint or light floor wear. The landlord bears it, unless the lease validly sets a renovation duty at the end.
  • Waiting weeks to report damage after move-out. The landlord must inspect at return and report at once, or loses the claim.
  • Signing an exit report that the tenant did not attend. Invite the tenant in writing and record if the tenant did not come.

Legal basis

  • Võlaõigusseadus (Law of Obligations Act), § 334 (return of the leased thing and the handover report)
  • Võlaõigusseadus, § 336 (inspection at return and notice of defects) and § 338 (limitation period)
  • Võlaõigusseadus, § 280 (minor defects) and § 308 (deposit)
